I did look to see if my browser was blocking the download and there was no evidence that was the case. I have now worked around the problem by going back to the program which generated the BMP and modifying the extracted data into an AutoCAD script file. This program did that for me but I had to play with the setting and I still had to clean it up in a cad program-smooth arc and straighten lines.  The text came out weird too.
